Does anyone know?

does anyone living in new york have family health plus insurance, and if it covers vasectomies? I would like to get my tubes tied, but doc refuses, and won't give me a referral, I am 26 yrs old, married, with three children!!! He says I am too young!!! So my husband agreed to a vasectomy, but not sure if insurance covers it???
