Can a 19-year-old male lie to a doctor to get a vasectomy?

Vasectomy is for men who've founded their family and are not hoping to have any further child. It almost irreversible as vasectomy reversal is rarely successful. So, I think the 19-year old is being so foolish for willing to have a vasectomy.
