Best places to get married if it's just you and the groom?

It will be just me and my fiance that will be at the ceremony and we need some help finding destinations (without feeling awkward that it's just us two). We were thinking about beach weddings in either hawaii or florida but any place will due (and it doesn't have to be the beach). Our budget is small and at the very most no more than $1000 (that includes dress fees, hotel and food, photography, actual ceremony, and flowers, but not airfare because I work for an airline and I fly for free). Anything can help but try to be specific and detailed because general answers like "a california beach" or something doesn't really help me. Thanks :)
